PriorIT Consulting’s Enterprise GIS Health Check and Enterprise GIS & IT Health Check provide a complete evaluation of your ArcGIS Enterprise environment and the IT systems that support it—including load balancers, reverse proxies, identity providers, storage, networking, HA/DR, and security. This combined GIS + IT approach is unique to PriorIT and ensures your entire enterprise stack is validated, optimized, and aligned with best practices.

PriorIT Consulting, LLC will conduct a custom comprehensive Enterprise Systems GIS and IT Health Check of your production System Architecture environment to ensure robust and reliable system performance. This review will involve a thorough examination of the existing infrastructure to identify any potential weaknesses and areas that may require enhancement. Based on the findings, detailed recommendations for improvements and optimizations will be provided to strengthen the HA architecture. The goal is to enhance system resilience, minimize downtime, and ensure the seamless operation of critical services through the ArcGIS Enterprise Health Check.

System Review: A thorough examination of the system configuration, error logs, and system administration to identify potential issues.  What Makes This a GIS and IT Health Check.

  • GIS and IT Health Check performing deep GIS IT infrastructure diagnostics working with IT staff.

  • Investigate the current production hardware (servers, storage, load balancer and network configuration).

  • Investigate software components (ArcGIS Server, Portal for ArcGIS, and related services). 

  • Validate if all hardware and software architecture components are deployed following Esri’s best practices. 

  • Evaluate and troubleshoot enterprise IT systems.

  • Review of Enterprise backup & disaster recovery systems including Backup tools, DR runbooks, RPO/RTO, and Failover validation

  • Assess failover configuration to ensure true HA behavior, including testing how each node operates independently and verifying failover response scenarios.

  • Review of Identity provider configuration including Active Directory, ADFS, Azure AD, and SAML/OAuth security posture

  • Evaluation of Enterprise security posture including SSL/TLS certificate lifecycle, Vulnerability scanning, Penetration testing, MFA enforcement, and Password policies.

  • Review of Non‑GIS enterprise systems including SQL Server/PostgreSQL tuning, Web servers, API gateways, and Logging systems (Splunk, ELK).

  • Check for consistency across different instances or clusters, particularly in multi-node deployments. 

  • Provide an GIS architecture assessment.

  • Verify that the current configuration is set up for both efficiency and scalability.

  • Assess logging configurations to ensure errors or warnings are captured with sufficient detail.

  • Investigate and analyze system-generated logs and diagnostic data.

  • Investigate and analyze error logs, warning messages, and system reports produced by ArcGIS Server, Portal, and databases. 

  • Examine key performance indicators such as CPU usage, memory consumption, disk I/O rates, and response times.

  • Baseline performance data and identify trends or spikes that could indicate stress points in your system.

  • Confirm that all components are running supported, stable versions with the latest patches applied.

  • Identify any deprecated features or unsupported configurations that might be impacting system performance.

  • Investigate how well the environment adheres to modern security standards and best practices.

  • Check user access, verify that security configurations are robust, and ensure that the system complies with organizational policies.

  • Identify performance bottlenecks, potential weaknesses, and areas for improvement.

 

Performance Review: Analysis of the ArcGIS implementation, workflows, data sources, and key applications to discover areas for improvement.

  • Use tools to gather baseline performance data such as response times, service uptimes, and resource utilization (CPU, memory, I/O).

  • Compare current performance data against historical baselines to detect degradation or improvement trends.

  • Investigate the flow of data between geodatabases, mapping services, and web applications.

  • Review end-to-end workflows—from data input or editing in ArcGIS Pro to publish maps or executing geoprocessing tools.

  • Identify repetitive tasks and critical path processes that directly impact user productivity.

  • Analyze user tasks flows to find steps that consistently slow down the overall process (e.g., data load times or redundant manual verification).

  • Analyze data sources by accessing databases and geodatabase performance.

  • Perform GIS performance assessment to provide GIS system optimization findings and recommendations.

  • Review indexing strategies, data model design, and query optimization plans to ensure rapid data retrieval.

  • Examine the configuration and performance of spatial databases to detect slow-running queries or inefficient spatial indexing. √

  • Evaluate data integration and access patterns to determine if any bottlenecks exist.

  • Review Caching and Replication Strategies.

  • Determine if Vector Tile Cache can be used to speed up map display performance.

  • Inspect how caching is implemented for static or frequently queried data to reduce access times.

  • Review Performance of Map and Image GIS Services.

  • Validate capacity planning and performance estimates against day-to-day operations.

  • Measure the response times of map services, image services, and geoprocessing services to validate efficient data processing.

  • Evaluate tile caching strategies for frequently accessed map layers to see if pre-cached content can improve user experience.

  • Review Client Application Responsiveness

  • Evaluate the performance of desktops (e.g., ArcGIS Pro) and web-based clients accessing enterprise services.

  • Identify if there are delays in rendering maps or executing spatial analyses on the client’s side, which might require back-end or network optimizations.

  • Determine if client applications projects are using cartography the best practices for mapping.

  • Collect and analyze usage metrics to understand which applications are most frequently used and where users experience delays or failures.

  • Assess the overall user interface responsiveness.

  • Identify performance bottlenecks, potential weaknesses, and areas for improvement.

Findings Report: This task will develop a detailed report outlining the health of the GIS system, along with actionable recommendations for improvements.

  • All aspects of the review will be compiled into a detailed report.

  • This document outlines the current configuration, highlights potential issues, and provides specific, actionable recommendations for improvement.

  • Highlight previous design and failures.

  • Provide final re-design detailed draft and final documentation.

  • Team reviews

  • Define backup strategies for disaster recovery to complement re-design.
